About KIFC
Kigali International Financial Centre Ltd (KIFC) is the agency responsible for promoting and developing Rwanda’s financial Centre.
KIFC works with key stakeholders to position Rwanda as a leading destination for international investment and cross-border transactions in Africa through investment promotion, policy advocacy, sector upskilling and development of an enabling legal and regulatory framework.
1. ASSIGNMENT DESCRIPTION
Kigali International Financial Centre Ltd (KIFC), the agency responsible for promoting and developing Rwanda’s financial center, seeks an experienced firm to assess stakeholders’ understanding of laws and regulations relevant to the KIFC ecosystem. The selected firm will develop a survey questionnaire for KIFC’s approval, conduct the survey and analyze the findings to identify knowledge gaps, misconceptions and practical challenges. The findings will guide future sensitization campaigns and provide stakeholder feedback that may inform proposals for future legal and regulatory amendments.
As a separate deliverable under this assignment, the firm will develop a series of KIFC legal summaries for
publication in English, French and Kinyarwanda, covering 20 KIFC legal instruments. Translation into French and Kinyarwanda shall form part of this tender and be separately costed. These publications will explain key provisions, rights, obligations and procedures in clear, accessible language, ensuring legal accuracy and consistency across all three languages.
The overall objective is to strengthen stakeholders’ understanding of the applicable legal framework and provide KIFC with practical evidence to support sensitization and future policy engagement.
2. OBJECTIVES
Ø Conduct a survey among stakeholders in the KIFC ecosystem to assess their understanding of relevant laws and regulations and identify knowledge gaps, misconceptions and areas requiring clarification.
Ø Use survey findings to identify priority topics, stakeholder groups and communication approaches for future sensitisation campaigns, and document practical challenges and feedback that may inform proposals for future legal and regulatory amendments.
Ø Prepare, as a separate deliverable, legally accurate KIFC legal summaries and briefs explaining 20 KIFC legal instruments.
Ø Provide publication ready materials and a practical process for keeping them current.
3. SCOPE OF WORK AND EXPECTED DELIVERABLES
3.1. Inception and review of legal materials
Agree the work plan, assessment methodology, stakeholder groups, consultation tools and editorial approach with KIFC. At inception, confirm the sequencing, relevant provisions, supporting regulations, publication formats and delivery schedule for the 20 KIFC legal instruments. Verify the current status of the instruments using authoritative sources and distinguish binding requirements from guidance and proposed reforms.
3.2. Assessment of stakeholder understanding
Ø Prepare and submit the survey questionnaire to KIFC for approval before commencing the survey. Conduct the survey using the KIFC-approved questionnaire among stakeholders in the KIFC ecosystem, including investors, KIFC members, businesses, lawyers, tax advisers, TCSPs and other relevant intermediaries.
Ø Supplement the survey with targeted interviews or discussions where needed. Include scenario-based knowledge questions alongside self-reported understanding. The proposed scope is at least 30 completed questionnaires and 10 stakeholder interviews; participants may overlap. The stakeholder groups, survey sample and consultation tools shall be agreed with KIFC and recorded in the inception report. The firm shall report response rates and limitations and avoid claiming statistical representativeness without an adequate basis.
Ø Analyze the survey findings by stakeholder group and legal topic. Identify knowledge gaps, recurring misconceptions, practical implementation challenges and preferred information formats. Recommend priority topics, target stakeholder groups and suitable communication approaches for future sensitization campaigns.
Ø Document stakeholder feedback on unclear provisions, interpretation difficulties and implementation gaps that may inform proposals for future legal and regulatory amendments.
Ø Distinguish misunderstandings that can be addressed through sensitisation from issues requiring further policy or legal review. KIFC will facilitate introductions where appropriate; the firm remains responsible for organizing consultations, follow-up and analysis.
3.3.1 KIFC legal summaries
Ø The firm shall prepare legal summaries/ briefs for 20 KIFC legal instruments ( the number may increase or decrease but this shall serve as the basis for proposals). The approved inception report shall confirm the sequencing, coverage, formats and delivery schedule. These publications shall be a separate deliverable from the survey report. Any change to the contracted scope shall require KIFC’s written approval.
Ø For each instrument, the firm shall prepare a concise legal summary, a two-page quick reference, at least ten FAQs and a practical compliance checklist. The source content shall be prepared in English and translated into French and Kinyarwanda. The materials shall explain key provisions, rights, obligations, eligibility conditions and procedures in accessible language, supported by practical examples and legal references. Legal accuracy and consistency across all three languages shall be maintained.
Ø The firm shall submit drafts and translations for legal and linguistic review coordinated by KIFC, undertake one consolidated validation session and test the materials with at least ten intended readers. Relevant authorities may be consulted through KIFC where clarification is needed. The firm shall incorporate validation and reader feedback, together with KIFC comments, before submitting the final publications.
3.3. Publication preparation and handover
Ø Apply KIFC’s approved branding and deliver print-ready and web-ready PDFs, editable Word content, editable design source files and web copy structured by headings.
Ø Prepare a consolidated collection of the KIFC legal summaries, using the approved individual publications, as a distinct publication deliverable separate from the survey report.
Ø Include clickable contents and references, readable typography and selectable text. KIFC will decide the publication channels.
4. Firm qualifications and proposed team
Ø The bidder must be a firm registered in Rwanda with demonstrated experience in legal research, regulatory analysis or development of accessible legal publications. Bidders must demonstrate capacity to conduct stakeholder consultations and prepare professional publication materials.
Ø Lead legal expert: degree in law, at least five years of relevant legal or regulatory experience, demonstrated knowledge of Rwanda’s legal framework and experience translating complex requirements into practical guidance.
Ø Plain language editor, qualified translators and publication designer: demonstrated experience in accessible technical writing, professional translation into French and Kinyarwanda, and professional print and digital publications, supported by samples.
